The authority gap
An autonomous agent can discover another system, but discovery does not create authority over that target.
The Authrizd approach
Authrizd keeps the authorized target/effect set separate from the evolving plan. Autonomy can expand the plan; it cannot expand the authority.
Enterprise implication
AI capability should not silently expand enterprise authority. Consequential effects should be independently adjudicated and evidenced before execution.
